After three months of trial operations, New Taipei City Tucheng Hospital helds its opening ceremony on July 22, 2020 at 10:30 AM. Accompanied by the City Council, Mayor Yu-Ih Hou joined dignitaries such as Chairwoman Diana Wang of the Chang Gung Medical Foundation, Chairman Wen-Jin Cherng and Honorary Chairman Yu-Ray Chen of the Chang Gung Steering Committee, and Director Jing-Long Huang of New Taipei City Tucheng Hospital in performing the opening ceremony and ribbon-cutting for New Taipei City Tucheng Hospital.
Mayor Hou of New Taipei City stated that since preparations for Tucheng Hospital began in 2012, the New Taipei city government, central representatives, and local dignitaries together have surmounted challenges such as rezoning of hillside lands, planned urban renewal, hospital planning permissions, relocation of the public cemetary, rescue and archaeological excavation of the Zhanlongshan cultural site, and soil and water conservation. Once land was obtained and construction, it took nearly 10 years for the hospital to be completed and operational, adding another medical center-level hospital to serve the New Taipei City community.
Tucheng Hospital was planned as a regional teaching hospital, occupying approximately 9,250 ping (29,732 m2), with a total floor area of 42,000 ping (138,819 m2). The medical building has 15 levels above ground and 3 basement levels, whereas the dormitory building has 14 levels above ground and 1 basement level. There are a total of 1,058 beds. The hospital is operated as a BOT, with Chang Gung Medical Foundation responsible for construction and provision of medical services. It is estimated that 850 thousand outpatient visits, 50 thousand emergency department visits, and 200 thousand hospitalization bed-days can be provided.
To demonstrate the Chang Gung Medical Foundation’s determination to give back to society, the entirety of Tucheng Hospital meets gold-level standards for green buildings and silver-level standards for smart buildings. All medical and service systems were established to the same standards as those of Linkou Chang Gung Medical Hospital. The hospital protects the health of the 1.2 million residents in the Tucheng, Shulin, Sanxia, and Yingge areas, who will no longer need to suffer the travails of traveling to other areas for medical care.
Director Jing-Long Huang of Tucheng Hospital indicated that the hospital has established medical center-level healthcare services in 38 specialties including internal medicine, surgery, obstetrics and gynecology, pediatrics, emergency medicine in order to provide the local populace with high-quality, diverse, and timely healthcare services. At the same time, it is dedicated to the development of medical care for acute stroke, acute coronary heart disease, acute trauma, high-risk pregnancy and delivery, and other critical medical conditions. The hospital also provides health care services for children, integrated care for the elderly, early intervention for mentally challenged children, cancer treatment, and other integrated medical care services.
Tucheng Hospital was designed as a “smart hospital.” Its pharmacy has implemented a “smart dispensary.” Through precise system guidance, it will assist pharmacists in collecting the correct medications, thus improving medication safety for patients. In addition, the hospital has implemented a centrally monitored pneumatic tube system that connects to all the nursing stations of the wards. This allows samples from hospitalized patients to be delivered promptly to the laboratory for rapid and accurate laboratory operations.
To increase the comfort of those seeking medical attention, the hospital has also specially designed the appointment counters in the registration lobby to have low countertops 85 cm high and installed comfortable seating; cashiers provide convenient payment options such as metro card payments and automated payment machines, as well as one-stop payment of inpatient fees, all for a patient-friendly process from admission to discharge. The hospital hoped to provide the public with the best service through thoughtful planning.
Director Jing-Long Huang emphasized that New Taipei City Tucheng Hospital will use the resources of the Chang Gung Medical Foundation as a foundation for providing the residents of the Tucheng, Shulin, Sanxia, and Yingge areas with high-quality healthcare services. Espousing the philosophy of “taking and giving in kind to society, pursuing perfection and sustainable development," the hospital will fulfill its social responsibility and promote social welfare.
